Ontario described the project’s stormwater-management and erosion-and-sediment-control measures as “patently unreasonable and inadequate” for the rainfall event.

In Kingston, Ontario, Inner Harbor Marine Services Limited was fined $45,000 in 2025 after discharging sediment and silt into the St. Lawrence River. Ontario found that shoreline work had begun without required erosion-and-sedimentation-control measures. The court also ordered an $11,250 victim fine surcharge.

The practical point is that regulators assess both physical controls and evidence of compliance. A failed, missing, or poorly maintained sediment-control measure can lead to enforcement, while inaccurate inspection records can create a separate exposure.
